House hold waste bags left by bins both bags ripped open and rubbish all down the pathway and onto the road.. I knocked door of 161 blandford road and a polish man came to the door. I ask are theses black bags yours.. He Reply I don't know I don't live here. I said OK I put bags into bin as you are not allowed to leave bags out it causes rats and waste goes all over road. I would say most of the waste can be recycled so no excuse to not. Area clean up now.
